Certificate of Origin for Gold: How It Works

A Certificate of Origin for Gold is an official document that states where the gold comes from. Depending on the country and the purpose, it is either:

  • a mineral certificate of originfrom the mining authority, confirming the gold was legally mined or sourced in that country, or
  • a customs or chamber of commerce certificate of origin, used for trade and customs purposes.

Who needs it:

  • Exportersneed it to get an export permit in most African gold-producing countries.
  • Importers, refiners and banksuse it to check legal and conflict-free sourcing, under OECD due-diligence rules.

A certificate of origin is important, but it’s not proof on its own. It must match the export permit, the assay certificate, the invoice and the seller’s licence, and it should be checked directly with the authority that issued it.

Two Kinds of “Origin” for Gold

Mine origin (sourcing) Customs origin (trade)
Question it answers Where was the gold mined? Was it mined and traded legally? Which country does customs treat as the origin for duties and statistics?
Issued by Mining ministry or gold authority (e.g. DGSM in Uganda, GoldBod in Ghana, CEEC in the DRC) Chamber of commerce, customs or the trade authority
Used for Export permits, OECD due diligence, conflict-mineral checks, refiners and banks Import declarations, tariff preferences, trade statistics
Effect of refining Doesn’t change where the gold was mined Refining in another country may change customs origin under that country’s rules

Why the difference matters: gold mined in one country and refined in another may have a customs origin that differs from its mine origin. Responsible-sourcing rules (OECD, LBMA) always care about the mine origin, so buyers should ask for documents that trace the gold back to its source.

Who Issues a Certificate of Origin for Gold in Africa?

Country Issuing authority (mine origin) Notes
Uganda Directorate of Geological Survey and Mines (Ministry of Energy and Mineral Development) Required, where applicable, for the export permit (Form 52 under the Mining and Minerals Regulations, 2023)
Ghana Ghana Gold Board (GoldBod) and the relevant authorities Part of GoldBod’s export file, together with local refining records
DR Congo CEEC (Centre d’Expertise, d’Évaluation et de Certification) Also linked to the ICGLR regional certificate
Tanzania Mining Commission Gold is traded through licensed mineral markets
Kenya Ministry of Mining (State Department for Mining) Needed for a mineral export permit
Rwanda Rwanda Mines, Petroleum and Gas Board (RMB) ICGLR member state

Rules and authority names change. Always confirm with the official authority before you rely on a certificate.

The ICGLR Regional Certificate (Great Lakes Region)

The International Conference on the Great Lakes Region (ICGLR) runs a Regional Certification Mechanism for tin, tantalum, tungsten and gold traded between its member states, which include Uganda, the DRC, Rwanda, Tanzania, Burundi and Kenya.

  • It aims to make sure minerals from the region don’t finance armed groups.
  • It’s designed to be aligned with the OECD Due Diligence Guidance.
  • Where it’s implemented, exports of covered minerals should carry an ICGLR regional certificateissued by the national authority.

For buyers of gold from the Great Lakes region:

  • ask whether the shipment carries an ICGLR certificate, or the national equivalent
  • check its certificate numberwith the issuing authority

What a Gold Certificate of Origin Should Show

  • ☐ Certificate number, with the issuing authority’s stamp and signature
  • ☐ Exporter:the company name and licence number (dealer’s, mining or refining licence)
  • ☐ Source:the mine, licence area, mineral market or refinery where the gold came from
  • ☐ Description of the gold:refined bars or doré, the number of bars, and serial numbers if available
  • ☐ Gross weight and fine gold content, matching the assay certificate
  • ☐ Purity(e.g. 999.9), matching the assay
  • ☐ Consignee and destination country
  • ☐ Date of issueand validity
  • ☐ Reference to the export permitfor the same shipment

Every detail must match the export permit, assay certificate, invoice, packing list and air waybill. Mismatches are a common reason for customs holds and seizures.

How the Certificate Fits Into the Export File

Document What it proves
Seller’s licence The seller can legally deal in or export gold
Certificate of origin Where the gold came from
Assay certificate Weight and purity
Refining record (where required) The gold was refined locally as required
Proof of royalty payment Royalties and levies were paid
Export permit This shipment may legally leave the country
Invoice and packing list Value, HS code 7108.12, Incoterm and contents
Air waybill and insurance Transport and cover

How to Verify a Gold Certificate of Origin

  1. Contact the issuing authority directly.Use contact details from its official website, never from the seller.
  2. Quote the certificate numberand ask the authority to confirm it was issued for this exporter, this weight and this date.
  3. Check it against the export permit. Both should refer to the same shipment.
  4. Match it to the assay. The weight and purity must be the same.
  5. Check the seller’s licenceis valid and covers gold.
  6. Look for alterations:changed dates, different fonts, or missing stamps or signatures.

Red Flags: Fake or Misused Certificates of Origin

  • A certificate with no number,or a number the authority can’t confirm
  • Issued by the “wrong” body, for example a private company, a lawyer, or a “gold association” instead of the government authority
  • Weight or purity that differsfrom the assay certificate
  • Gold from one countrywith a certificate from a neighbouring This is a classic way to hide smuggled gold
  • The same certificate used for several shipments
  • A certificate offered “for sale”separately, or “available later” after payment
  • Old PMMC certificatesfor gold from Ghana. PMMC was replaced by GoldBod in 2025

If the certificate can’t be verified, treat the gold as unverified, however good the price.

Certificate of Origin and Customs Duties

  • Non-preferential certificates(often from a chamber of commerce) are used for customs records and statistics.
  • Preferential certificatesunder trade agreements, such as the EAC, COMESA or the African Continental Free Trade Area (AfCFTA), can reduce duties on some goods. Many countries already apply low or zero import duty to gold, so the main value of origin documents for gold is legal and due-diligence proof, not duty savings.
  • Some destinations, such as India, charge import duty and tax on gold whatever its origin. Check the destination’s rules.

FAQs: Certificate of Origin for Gold

What is a certificate of origin for gold? An official document stating where gold was mined or sourced, usually issued by the mining authority, and used for export permits, customs and responsible-sourcing checks.

Who issues a gold certificate of origin in Uganda? The Directorate of Geological Survey and Mines (Ministry of Energy and Mineral Development). It’s part of the documents needed for an export permit.

Is a certificate of origin enough to prove gold is legal? No. It must be backed by a valid seller’s licence, an export permit, an assay certificate and proof of royalty payment, all for the same shipment.

What is an ICGLR certificate? A regional certificate for tin, tantalum, tungsten and gold traded between Great Lakes countries, designed to stop minerals from financing armed groups.

Does refining change the country of origin of gold? For customs purposes, refining may change the origin under some countries’ rules. For responsible sourcing, buyers still need to know where the gold was originally mined.

How can I check whether a gold certificate of origin is real? Contact the issuing authority directly using official contact details, quote the certificate number, and confirm it matches the exporter, weight and date.
